Pickett replied that the RS was intended to make accountability clear and to place administration at the presidential level rather than sole ownership by staff members.
Representative Mathias raised a fiscal concern. He said subsection 3 on page 2 would require presidents to prepare and submit Title IX reports, and noted "it will cost to the state some money to have the president prepare and submit a title 9 report." Pickett acknowledged the point and said he would work on potential fiscal implications before a hearing.
