The Resources and Conservation Committee voted to send Senate Bill 1146 to the House floor with a do-pass recommendation. Representative Judy Boyle introduced the bill, which narrows the statutory qualifications for one gubernatorial appointee to the Idaho Oil and Gas Commission.
Representative Judy Boyle, sponsor of the bill and identified in committee as representing District 9, said the existing statute requires three separate qualifications for the seat—knowledge of oil and gas matters, a college degree in geosciences or engineering, and at least five years' industry experience—which has made it difficult to find an appointee. "We're finding that it's difficult to find a person for this one position because there's three requirements," Boyle said. The bill removes one of those specified requirements so the governor can more readily appoint a qualified member.
Vice Chairman Shepherd moved that the committee recommend a do-pass on the bill; the committee voice-voted in favor and the bill was sent to the floor. No roll-call tally or amendments were recorded in the committee transcript. The committee did not identify a fiscal note or implementation plan in its briefing and discussion.
Ending: SB 1146 was forwarded to the House floor for further consideration.
