JFAC approves technical corrections to maintenance bills and caps constitutional officers' FTEs at 431.9

The Joint Finance-Appropriations Committee on Feb. 6 adopted several technical corrections to maintenance-bill language and approved a corrected cap on full-time equivalent positions (FTP) for constitutional officers.
Technical corrections accepted by unanimous consent Legislative staff identified four technical corrections that were necessary after the committee's January edits. Jared Tetreault, Deputy Manager, Budget Division, said the public-schools program-transfer language needed to include Idaho Digital Learning Academy (IDLA) because IDLA is now a separate division; without that fix the transfer language could create an unintended restriction. Alex Williamson, budget and policy analyst, described a correction in the health and human services section: language referring to the Millennium Income Fund had not been updated to reflect the appropriation section and was corrected to point to section 1 of the maintenance bill. Committee members accepted both corrections by unanimous consent after staff put the corrected language on the screen.
FTP cap correction and roll call Keith Bybee, Division Manager, Budget Policy Analysis, flagged a typographical error in the constitutional officers program maintenance table: the full-time equivalent cap should read 431.9 (not 431.1 as originally printed). The committee moved and then voted by roll call to set the cap at 431.9. The roll call produced a unanimous committee vote recorded as 20 ayes, 0 nays and the motion will carry a due-pass recommendation to the floor.
Procedural notes Committee members agreed that, because the corrected items would not appear on the same screen simultaneously, unanimous consent was an efficient process for noncontroversial edits. The committee then proceeded to its larger agenda items.
"Pretty simple fixes. We'll get those up and running and then get on to the CEC decision making," Mr. Bybee said when describing the corrections.
All three corrected items will appear in the maintenance-bill package that goes to the floor if the committee-approved language remains intact.
