Senator Julie VanOrden, District 30, asked the Senate Health and Welfare Committee to send RS31829 to print, a request that would transfer three Department of Health and Welfare rule sets — children’s mental health services, adult mental health services and substance use disorder services — from administrative rule into Idaho statute.
The proposal, VanOrden said, does not change eligibility or service levels and instead “moves existing program regulations into statute so that the legislature would be able to address them, in Idaho code instead of going in through the administrative rule process.”
Committee members heard that the three rule sets cover definitions, eligibility screening requirements and certification standards. The measure would also repeal the existing administrative rules effective July 1, the same date the statutory provisions would take effect.
Senator Blaylock moved to send RS31829 to print; Senator Lehi seconded. With no discussion, the committee approved the motion on a voice vote.
The committee took no final action to adopt statutory language at the meeting; the committee approved only a motion to send the request to print, which is the procedural step that places the draft bill into the legislative process for a formal hearing and possible amendment.
