Board of Veterinary Medicine seeks temporary rules allowing fee reductions; DOPL says fees cut 20% under cash-balance plan

Katie Stewart, bureau chief in the Division of Occupational and Professional Licenses, told the committee the temporary rule dockets give the Board of Veterinary Medicine flexibility to reduce fees in the future and implement a fee schedule approved under the division's cash-balance plan.
"The division took the intent language within that appropriation bill very seriously," Stewart said, referring to Senate Bill 1442 from the previous legislative session. She said the division and board acted to align fees with the legislature's directive to be mindful of cash balances.
Stewart told the committee the board voted to decrease its fees by 20 percent. The temporary rule language adds a "not more than" cap so the board can more easily lower fees in the future without additional rulemaking. Stewart pointed committee members to an updated fee table on page 28 of the temporary rules review book.
Senator Taylor asked about an increase in the euthanasia agency fee shown on the table despite most fees decreasing; Stewart explained the fee changes stem in part from converting renewal cycles to a biennial schedule, which required adjusting some line items to align with the new renewal structure.
Stewart asked the committee to approve the temporary rule docket; the transcript records the presentation and discussion but does not show a committee vote at this meeting. The committee agreed to take up votes on temporary rules at the next meeting, according to the transcript.
