Idaho Sheep and Goat Health Board presents rule rewrite; agency says changes remove duplication and do not raise fees

Lauren Mink, executive secretary for the Idaho Sheep and Goat Health Board, presented a zero-based rule (ZBR) chapter rewrite for the board's sheep and goat rules, citing Idaho Code 25-128 as the board's authority.
"The changes proposed in this rewrite were made to ensure clarity, eliminate duplicative language, and remove unnecessary verbiage," Mink told the committee. She said the rewrite does not affect fees.
Mink walked the committee through key changes, including updates to the incorporation-by-reference section, elimination of redundant definitions already covered by federal regulations and program standards, addition of the eCVI (electronic certified veterinary inspection) reference in entrance requirements, and removal of a section on scrapie flock certification that was duplicated elsewhere in the rule package. She also noted negotiated rulemaking meetings were held on June 11 and June 25, 2024, and that no public comments were submitted to the rulemaking record.
Senator Caul asked whether removing rule 900 eliminated an existing fine or penalty. Mink explained that the content of section 900 was duplicative of Idaho Code 25-137, so the rule text was removed to avoid redundancy; the statutory authority and penalties remain in code.
Senator Lakey cautioned about embedding website addresses in rule text because URLs can change, and Mink acknowledged the concern and said she would note it.
The presentation concluded with the committee thanking Mink; the transcript does not show a committee vote on the draft at this meeting. The board requested the committee accept the pending rule presentation; no public hearing comments were recorded in the meeting transcript.
