JFAC staff outlines program maintenance structure, decision timeline for budget bills

Keith Bybee, Division Manager of Budget Policy Analysis, walked JFAC members through the rationale and structure for program maintenance appropriation bills and the committee's schedule for hearings and decisions.
Bybee said the administration and legislative staff organized program maintenance into 10 functional areas of state government to make statewide decisions consistent across agencies. The ten areas separate the legislative branch and statewide elected officials from executive-branch agencies, and keep judicial and public safety, public school support, higher education and state Board of Education agencies in distinct groupings.
Bybee explained that program maintenance bills cover the base budget plus four categories of standard adjustments: personnel benefit cost adjustments (including health insurance and PERSI changes), contract inflation (ongoing contracts and leases), statewide cost allocation (services provided by one agency to another) and the Change in Employee Compensation recommendations. He said enhancement bills will cover replacement items, population-forecast adjustments (formerly labeled "nondiscretionary"), inflation-driven enhancements, new fund shifts, and other growth items.
The schedule: Bybee said members will receive an initial hearing and packet describing the adjustments on Wednesday, with committee decision-making scheduled for Friday. Committee leaders said they would present four related decision areas earlier in the week so members who must leave can hear items of interest.
Several members asked for guidance on how to prepare. Bybee recommended members review the legislative budget book to understand agency requests and the building block adjustments; Senator Wintrow asked whether her weekend homework should include reviewing the entire legislative budget book, and Bybee said members can get a broad sense by understanding the maintenance mechanics and dig into agency-level detail as needed.
Bybee also said the staff will present replacement items in two separate decision units: regular replacement items and IT-specific replacement items, so members can evaluate cybersecurity and other IT funding separately.
Why it matters: Program maintenance bills set the baseline from which the legislature will consider enhancements and new spending. The way items are grouped affects the committee's ability to scrutinize specific increases and to weigh maintenance versus growth.
