Budget committee accepts governor's $920,000 technical revisions; corrects CEC recommendation letter

Division of Financial Management representative Ms. Wolf told the committee she submitted a memo outlining about $920,000 in revisions to the governor’s recommended budget. Williamson and committee discussion summarized the revisions as including a $45,000 correction for SwiCap billing for the Legislative Services Office, an $870,000 correction related to the Idaho Digital Learning Academy formula following new code from the last session, a $5,000 correction at the Department of Health and Welfare for staff pay-grade alignment, and a $0-impact correction to an Idaho State University endowment fund adjustment.
Frances Lippett, budget and policy analyst with the Legislative Services Office, presented a corrected CEC recommendation letter that the committee had drafted at an earlier meeting. Lippett said the corrections were intended to match the action the committee took previously. Two clarifications presented were: - The committee’s recommendation funds a salary increase for state employees of "$1.55 per hour per FTP." - A separate, 4.5% market-based increase for IT and engineering employees is intended to be in addition to the $1.55-per-hour recommendation.
Representative Petzke asked whether the 4.5% market-based increase for IT and engineering staff applies to all such staff regardless of agency. Lippett replied the motion passed by the committee covered employees in the IT and engineering salary schedule (classified positions) and may not include nonclassified IT and engineering staff employed by constitutional officers; she suggested committee members should consider whether to limit or expand the language.
Madam Chair Harmon asked for unanimous consent to accept the technical revisions to the letter. With no objection, the committee accepted the corrected CEC letter by unanimous consent. The corrected letter and the DFM memo were entered into the record for the committee’s budget work.
