Representative Jordan Redmond, R.-District 3, asked the committee to introduce RS32089, which would clarify that Medicaid should not limit practice authority conferred by the legislature and licensing boards.
Redmond told the committee the bill would affirm earlier committee rules and return the authority to the legislature rather than to state or federal administrators. "Any service covered by Medicaid can be provided by any legislatively authorized provider who completes the Medicaid provider agreement," he said.
Representative Wheeler asked for concrete examples that would fall under the clarification; Redmond said he would present specific examples at the full hearing and cited prior expansions of scope of practice in North Idaho. He said an audit by the Department of Health and Welfare had found certain services were not being provided because of uncertainty about authority, which he said reduced access to care.
Representative Kaler moved to introduce RS32089; the motion passed by voice vote. The measure will advance to a full hearing where sponsors said they would provide examples and documentation to support the statutory clarification.
