Senate committee backs RS32014 to increase bureau-level accountability at Health and Welfare

The Idaho Senate Health and Welfare Committee voted to send RS32014 to print after a presentation from Sen. Brian Lenney.
Sen. Brian Lenney, R-Nampa, said the Department of Health and Welfare is the state's largest agency, "somewhere hovering around 3,000 employees and a $6,000,000,000 budget," and that some bureau chiefs oversee more staff and larger budgets than some entire state agencies. Lenney said the RS would align bureau staffing with division standards to improve legislative accountability.
Lenney told members he identified roughly 34 bureau chiefs across divisions and cited the Division of Benefit Field Operations as an example, noting it oversees 418 FTEs compared with 249 FTEs for the entire Department of Agriculture. "Needless to say, we need accountability for our scarce taxpayer dollars, and that's what this RS is about," Lenney said.
Committee members posed no substantive questions during this meeting. Sen. Keiser moved to send RS32014 to print; the motion was seconded and carried on a voice vote. The committee recorded no detailed debate about the statutory language at this session; a full hearing is expected once the draft bill is prepared.
Votes on RS32014 at this meeting were procedural: the committee approved the request to print for drafting and future hearings.
