Senator Tammy Nichols presented RS 32‑066, a legislative request proposing that Idaho public schools provide students in grades 5 through 12 with “accurate science‑based instruction on human growth and development” that visually demonstrates stages of life from fertilization to birth.
“For the record, my name is senator Tammy Nichols from District 10, and I'm presenting RS 3 2 0 6 6,” Nichols said. “This legislation states that all public schools will include educational content visually demonstrating the stages of human life from fertilization to birth. This can include a high definition ultrasound video or computer generated animation showing key milestones in fetal growth.”
Nichols said the material would be integrated into biology, health and other relevant courses, shown in context during instruction related to human biology or courses covering contraception and sexually transmitted infections, and would require no new funding because schools could use existing or free resources.
Committee members raised concerns about alignment with existing state curriculum standards and grade appropriateness. Senator Ward Engel King said the change “seems to be outside those standards” and expressed uncertainty about whether the level of description Nichols proposes was appropriate for younger grades. Nichols offered to provide more detailed information at a full hearing and noted that medical professionals are commonly brought into classrooms to assist when topics require clinical expertise.
Senator Carlson moved to print RS 32‑066; the motion was seconded and approved by voice vote. Nichols said she would work with staff to schedule a full hearing and to present supplemental materials, including a video referenced in committee testimony.
