After tabling Ordinance 16-40 at a previous meeting, councilors on Feb. 5 heard a staff proposal to limit a contract extension for specialized IT services to six months at a not-to-exceed price of $25,000.
City attorney and staff reviewed options and concluded a six-month term with a $25,000 cap would allow the police department to cover the work within the current fiscal-year budget and would keep the amount below the $50,000 threshold that would require council approval by ordinance and competitive procurement. Staff said this approach would permit the city to directly award the contract for interim support and reassess needs at the end of the six months.
Emily (city staff attorney/administrator's office) explained the plan and said the shorter term gives the police chief time to build any longer-term service needs into the coming fiscal-year budget if necessary. Emily said the city could revisit the arrangement after six months if the specialized IT services remain required.
No ordinance nor motion to adopt the longer extension was made at the Feb. 5 meeting; staff described the plan as the recommended administrative approach to address council concerns about budgeting and procurement thresholds.
