Committee accepts technical corrections to CEC recommendation letter

The Joint Finance-Appropriations Committee on Jan. 13 approved technical corrections to a committee recommendation letter from the Committee on Employee Compensation (CEC), clarifying pay language and removing flexibility language the committee had not adopted.
Frances Lippett, a budget and policy analyst with Legislative Services, told the committee that drafters had not accurately reflected the committee's earlier action. “The committee's recommendation was to fund a salary increase for state employees of a dollar 55 per hour per FTP,” Lippett said, and she noted that the original draft incorrectly included “flexibility language” that the motion did not include.
Lippett also said the committee's action to recommend “a 4 and a half percent market based increase for IT and engineering employees is in addition to that dollar 55 per hour per FTP.”
Representative Petzke asked whether the 4.5% market-based increase applies to IT and engineering staff in every agency, including constitutional offices. Lippett replied that the passed motion applied to employees on the IT and engineering salary schedule and that it likely would not include nonclassified IT and engineering employees who work for constitutional officers.
Committee Chair Harmon asked for unanimous consent to accept the corrected letter; with no objection the request was ordered.
Why it matters: The corrected letter will guide the budget committee's drafting of CEC-related appropriations. The clarifications determine whether the per-employee pay increase is a flat-dollar hourly supplement and whether IT- and engineering-specific market adjustments are additive, and whether those increases apply across classified and nonclassified employment categories.
