Committee sends bill to floor to codify Medicaid as payer of last resort in narrow prior-authorization case

The Idaho Senate Health & Welfare Committee voted to send House Bill 31 to the Senate floor with a due-pass recommendation after a brief presentation and no committee questions.

Jared Larson, legislative and regulatory affairs chief at the Idaho Department of Health and Welfare, told the committee the bill “guarantees that Medicaid is always the payer of last resort” in a narrow situation where a private insurer requires prior authorization for a procedure or service but Medicaid has already authorized it. With no questions from committee members, Senator Blaylock moved to send the bill to the floor with a due-pass recommendation; Senator Harris seconded the motion. The committee recorded a voice vote in favor and the committee chair said Senator Blaylock will carry the bill on the Senate floor.
