JFAC hears one-time replacement requests across state agencies for vehicles and IT

Highlights presented by Legislative Services Office analysts and agency representatives included:
- Office of the Lieutenant Governor: Christopher LaHosat (LSO) said the office requested $32,600 one-time from the general fund to replace five network switches at the recommendation of the Office of Information Technology Services.
- Brand Inspection Division (State Brand Board Fund): Noah Peterson (LSO) presented a request of $289,200 from the Brand Board Fund to replace six vehicles (four Ford F-150s and two Dodge Rams) purchased between 2013 and 2019, with current mileages averaging about 188,000 miles per vehicle. Peterson said $7,200 of the request covers two laptops and two tablets.
- Soil and Water Conservation Commission: Janet Jessup (LSO) described a $40,500 request to replace a light-duty pickup (purchased in 2006 with ~84,000 miles at time of submission); administrator Delwyn Treves was present to answer questions.
- STEM Action Center: Kevin Campbell (LSO) said STEM AC seeks $9,900 for one standard laptop, one high-end laptop, one router, one switch and one wireless access point and associated support services; the Office of Information Technology Services recommended the replacement.
- Commission for the Blind and Visually Impaired: Brooke Dupree (LSO) presented a $28,900 general-fund request to replace six desktops, eight laptops with docking stations, four routers, one switch and seven wireless access points; the agency’s administrator was available for questions.
- Idaho State Lottery (dedicated fund): Kellen McGurkin (LSO) said the lottery requests $176,700 one-time from its dedicated fund for server equipment and software ($154,700), desktops/laptops ($8,100) and two iMac workstations ($13,900) used in marketing and scratch-ticket design.
Analysts noted most requests were recommended by the governor and approved by the Office of Information Technology Services when applicable. Committee members asked routine procurement and price questions (for example, whether vehicle replacement caps reflect current market costs). No formal votes were taken; the requests will be considered in the committee’s budget actions.
