A Division of Financial Management staff member told the Joint Finance-Appropriations Committee on Jan. 13 that the governor submitted roughly $920,000 in technical revisions to the proposed state budget.
The revisions correct four items that were omitted or calculated incorrectly after the initial recommendation was filed. "The total revision amount was about 920,000," the presenter said. She described four changes: a SwiCap billing correction for the Legislative Services Office, a recalculation related to the Idaho Digital Learning Academy, a small Department of Health and Welfare pay-grade correction and an endowment fund presentation correction for Idaho State University.
Why it matters: technical revisions change how funding is recorded and can affect agency accounting and appropriation line items even when the net dollar effect is small.
Details from the memo presented to JFAC: - SwiCap billing for the Legislative Services Office: $45,000 impact; the presenter said the item had been placed in the wrong fund and was corrected. - Idaho Digital Learning Academy (IDLA): the largest change in the packet, about $870,000; the presenter said a new code enacted last session changed the calculation and the administration aligned the revision with the public schools— recommendation so IDLA would be included in CEC calculations. - Department of Health and Welfare: a personnel correction for employees who would have fallen below a new pay grade, $5,000 impact. - Idaho State University endowment fund adjustment: presented as a technical correction with no fiscal impact ($0).
No committee action was taken on the presentation itself. The committee chair thanked the presenter and moved on to the next agenda item.
The committee will consider overall agency budgets and vertical appropriation decisions in subsequent hearings.
