The Idaho Commission on Aging asked the Joint Finance-Appropriations Committee on Feb. 24 to approve a final one-time appropriation to draw down remaining federal ARPA funds and recommended a small ongoing general-fund increase to cover inflation for fiscal 2026.
Legislative Services budget analyst Colin McGurkin said the commission ‘‘implements the Federal Older Americans Act and Idaho Senior Services Act’’ and that the agency distributes direct services through six local Area Agencies on Aging (AAAs) around the state. McGurkin told the committee the agency’s FY 2024 expenditures totaled about $16.7 million, with nearly 88% recorded as trustee and benefit payments to AAAs for services such as meals, transportation and caregiver assistance.
The request centers on one-time federal ARPA balances. McGurkin said the commission has used ARPA funds since FY 2022 for one-time modernization projects and service enhancements, with about $7.4 million in ARPA-related expenditures already recorded; the agency requested $1.8 million in FY 2025 to use…
