Multiple agencies seek replacement vehicles and IT equipment in one-time requests

Office of the Lieutenant Governor: Christopher LaHosat of the Legislative Services Office presented a request for $32,600 one-time from the general fund to replace five network switches in the lieutenant governor's office, per the Office of Information Technology Services recommendation. The request was presented without extended discussion.
Brand Inspection Division: Noah Peterson, LSO analyst, said the Brand Inspection Division requested $289,200 from the State Brand Board Fund, a dedicated fund, to replace six vehicles (four Ford F-150s and two Ram pickup models) that average about 188,000 miles and were acquired between 2013 and 2019, plus two laptops and two tablets. State Brand Inspector Cody Berlisle was available for questions during the hearing.
Soil and Water Conservation Commission: Janet Jessup of LSO presented a $40,500 request to replace a light-duty pickup purchased in 2006 with about 84,000 miles; department representatives were present to answer questions.
STEM Action Center: Kevin Campbell, LSO analyst, said STEM AC requested $9,900 for a standard laptop, a high-end laptop, a router, a network switch and a wireless access point; the request was recommended by OITS and the governor.
Commission for the Blind and Visually Impaired: Brooke Dupree, LSO analyst, presented a $28,900 general-fund request recommended by OITS to replace six desktops, eight laptops with docking stations, four routers, one switch and seven wireless access points.
Idaho State Lottery: Kellen McGurkin of LSO presented replacement-item requests for the Lottery from its dedicated fund, summarized as $76,700 one-time appropriation (the LSO slides list multiple IT items including server and workstation purchases; the agency described specific server and iMac needs for marketing). The director of the Lottery was present.
Committee members probed whether vehicle replacement price estimates in the budget manual match market prices for heavy-duty trucks used in remote conditions and asked agencies to provide additional procurement details in cases where market prices appear higher than the budgeted amounts. No committee appropriations were finalized during the hearing; staff said the committee retains discretion to adjust amounts.
