Committee introduces RS 32148C1 to move governor's budget submission up to Dec. 1

Representative Heather Scott presented RS 32148C1, a bill she said would move the date for the governor's budget submission earlier in the legislative calendar to "on or before December 1," giving Legislative Services and JFAC more time to analyze the request before session.
Scott said the change "allows more time for the legislature to examine the governor's budget before we get into session" and would help Legislative Services Office staff avoid working over the holidays. Representative Crane moved to introduce the RS and praised the idea as helpful to incoming JFAC members and LSO staff. Representative Birch said she supported the motion but again urged courtesy with the governor's office and expressed disappointment the sponsor had not consulted colleagues in the building before filing legislation.
Scott told the committee she did not consult the governor's office on this RS and said a hearing is the proper forum for discussion. The committee voted by voice vote to introduce RS 32148C1.
