Panel approves specialty 'Appeal to Heaven' license plate bill; DMV says 1,000 orders required to sustain plate

The House Transportation Committee voted to advance House Bill 235, a proposal to create a specialty license plate featuring the historical "Appeal to Heaven" motif, to the House floor with a do-pass recommendation.
Representative Tanner, sponsor of H235, described the flag as an early American banner associated with George Washington and John Locke's idea of appealing to a higher power when government becomes tyrannical. Committee members asked about the plate's appearance and about program thresholds and revenue handling.
CJ Kendrick, who identified himself to the committee as "UNB Deputy Administrator," told members that a specialty plate must reach 1,000 sales to be reordered and maintained as a plate program. A committee member asked where revenue from specialty-plate sales would go; Kendrick said the proceeds go to the Idaho Transportation Department (road funds). No public witnesses opposed the measure.
A committee member moved to send H235 to the floor with a do-pass recommendation; the motion carried on a voice vote and the bill will next appear on the House calendar for further consideration.
