The House Appropriations Committee held an introductory hearing on RS 32664 on Feb. 26, 2025, a proposed Cybersecurity and Resiliency Fund that would establish a dedicated fund and new reporting and planning requirements for state information technology investments.
Director Gonzalez of the Office of Information Technology Services told the committee the draft responds to feedback from an earlier version and emphasizes accountability. “This is making sure that the language reflects what we talked about last time,” he said, adding the proposal would require the Office to create a five‑year replacement cycle and to submit an annual update and a report of prior fiscal‑year expenditures to the Division of Financial Management so the fund and expenditures would pass through the regular JFAC budget process.
Director Gonzalez outlined the cybersecurity context the state faces, saying, as he had in a prior hearing, that “the state of Idaho has had over 100,000,000 attacks on our firewall over the last six months,” and that the state had blocked millions of malicious emails and experienced endpoint attacks. He described the bill as focused on protecting state agencies, networks and user data rather than private‑sector financial fraud.
Committee members asked whether the RS itself included a fiscal request. Representative Furness asked whether an earlier $10 million request remained; Gonzalez said the RS establishes the fund and that any appropriation amount would be determined later by the legislature and JFAC. After introductory questions, the committee voted to introduce RS 32664 for further consideration later in the week.
