Raybould described several elements: agencies requesting new property procurements of $250,000 or more (and requiring competitive bids) would submit a draft RFP with their budget request; the measure would set timelines for vendors to complete bids, for state analysis and for announcing contract awards. The RS also accounts for third-party review processes (Raybould cited CMS reviews that can add up to 60 days) and includes language on multiple awards, cooling-off periods for state employees going to private vendors and disclosure of vendor expenditures.
The committee approved introduction by voice vote. Raybould said he would provide more detail at a full hearing and the RS will return for committee consideration where the timelines and budget disclosures will be scrutinized and refined.
