JFAC approves Health and Human Services reorganization and program-maintenance package; one lawmaker objects to realignment

Representative Petzke said he would vote no on the motion because the realignment shifts “tens of millions of dollars and dozens of FTPs” and he did not feel he had enough information to approve such a large reclassification at that time.
Despite that objection, the motion to accept the department’s realignment — including renaming appropriation units and adding the Idaho Childcare Program unit — passed with a final committee tally of 18 yeas, 1 nay and 1 absent excused. Committee minutes show the Senate voted 10-0 and the House 8-1 (one absent), yielding the combined result recorded above.
Why it matters: the change restructures how the Department of Health and Welfare’s budget will be presented and tracked in future appropriations. Realignment can affect how the public and lawmakers follow program spending, and it also affects where the agency will request future enhancements.
The meeting continued with the committee later approving the broader Health and Human Services program-maintenance totals for FY2026 (general fund, dedicated and federal totals) and adopting detailed clear language related to Medicaid tracking, community hospitalization transfers and other program-specific controls.
Representative Petzke said his no vote reflected a desire for more time to review the departmental reorganization and its downstream effect on specific enhancement requests that will come back as separate items. Committee chairs said staff will provide additional detail as the drafting process proceeds and that the committee will have a subsequent review opportunity once bill drafts are available.
Votes and next steps: the realignment passed 18-1-1; the larger Health and Human Services FY2026 program-maintenance appropriation package later passed with a final committee tally that recorded some changed positions (final combined vote 17 ayes, 2 nays, 1 absent excused after one senator changed a vote).
