The Idaho House Health and Welfare Committee on the same agenda introduced several measures and approved procedural actions to move them forward on the legislative calendar.
Representative David Levitt (R., Dist. 25) presented RS 32,210, a bill to transfer longstanding administrative rules for clinical laboratories (including quality assurance, clandestine drug laboratory cleanup and state laboratory fees) from IDAPA into statute. Levitt said the draft does not add new regulatory requirements but moves rule language into statute and includes one change authorizing the state lab to charge testing fees at market rates so as not to undercut private providers. The committee voted to introduce RS 32,210.
Representative John Vanderata introduced RS 31,900, a request series concerning medical assistance for refugees; the measure establishes eligibility provisions, limits on benefits and defined terms and declares certain administrative rules null and void. The committee voted to introduce RS 31,900.
Representative Jordan Redmond presented RS 32,101 to move the Board of Pharmacy rules into statute as part of a multi‑year codification effort. Redmond asked for introduction and the motion passed.
Redmond also presented RS 32,254, a proposal to require value‑based care organizations to assume increasing levels of risk: 40% beginning July 2026, 50% July 2027, 60% July 2028 and 70% July 2029, with the stated aim of producing savings and stability in the Medicaid budget. The committee voted to introduce RS 32,254.
Representative Larson presented RS 32,301, an agency reference update substantially similar to House Bill 30 but with several sections removed to address feedback; the committee introduced RS 32,301 and voted to send it to the second‑reading calendar. Committee members asked whether the removed sections were the only items of concern; staff reported those were the only sections that generated feedback after the bill left committee and that agencies had been consulted on other reference changes.
All motions to introduce the listed RS measures carried by committee voice votes; the transcript did not include roll‑call tallies for those introductions.
