Committee adopts Outfitters and Guides board rules package after clarifying edits

Among the revisions Price highlighted were: removing duplicative language about hazards; deleting a rule on examinations that conflicts with Idaho code; adding an additional pathway for experienced guides to become licensed on classified rivers; clarifying training and documentation requirements for river guides; rewording reinstatement-fee language to clarify that seasonal guides will not be charged reinstatement fees; changing when fees for new opportunities are collected (after selection rather than at application); and clarifying tag-pool request deadlines so designated tags are used before operators can request pool tags.
Price told the committee the division incorporated requested edits from Idaho Fish and Game, including changing an erroneously proposed season-end date from Dec. 31 to Nov. 30 for one river and adding the Little Salmon River to the table of licensable waters with Fish and Game-recommended language to limit crowding and conflicts.
A committee member who owns property on the Little Salmon River expressed concern about potential crowding during salmon season; Price confirmed public hearings in Boise and virtual attendance and said residents had participated and commented.
The package also included a change to allow two boats per operator on Lakes Coeur d'Alene, Pend Oreille and Priest for fishing outfitters, a change Fish and Game reviewed and said the impact on fish populations was likely low though potential conflicts between guided and unguided anglers were difficult to predict.
A motion to approve the docket (listed in the transcript as docket 2447401 and IDAPA 24.35.01) carried by voice vote.
