Representative Kaler offered a substitute motion to send RS 32318 back to the sponsor, arguing the RS “is not necessarily a great RS” and that an expansion of the program might be excessive while a related bill that had a full hearing the day before should be considered first. Members engaged in a roll-call exchange on the substitute motion. The substitute motion did not carry; following additional procedural action, the RS was introduced on the committee record.
Representative Redmond said the RS does not involve federal tax dollars and described the 340B program as “federally regulated,” with discounted manufacturer dollars rather than state funds.
