Representative Jordan Redmond presented RS 32064, saying Idaho faces a shortage of primary care physicians and that the bill builds on the existing Bridge Year Physician program. He described the measure as expanding a renewable three‑year provisional license for physicians who practice for three years, complete 50 hours of training per year, and pass Step 3 of the United States Medical Licensing Exam.
"This legislation builds upon the Bridge Year Physician program to expand a renewable three year provisional license after practicing for three years and completing 50 hours of training per year," Representative Jordan Redmond said, describing the pathway to a general practitioner license.
Redmond told the committee the bill is intended to capture untapped national talent and allow physicians to train in small clinics and rural practices where they may later work. He said the bill also provides relief for Idaho's strained medical residency system and would address workforce gaps that a planned expansion of residencies will not fully cover.
Representative Healy moved to introduce RS 32064; the committee approved the motion by voice vote. The measure was introduced for further legislative consideration; no final policy decisions were made during this hearing.
