Committee sends substance-abuse rule changes into statute

The House Health and Welfare Committee voted to send Senate Bill 10-24 to the floor with a “do pass” recommendation after sponsor Representative Marco Erickson described the bill as moving existing substance-abuse and treatment provisions from administrative rule into statute.
Representative Erickson said the changes mirror current rule language and are not new policy, noting the content references materials and clinical criteria that already appear in rule (the sponsor referenced ASAM and DSM-5 clinical criteria as background for the treatment standards).
“...we're just keeping all those changes that are in here that are noted are in rule. Even the fact that it references a new section, that's all currently in rule,” Erickson said.
There was no recorded opposing testimony; the committee adopted the motion by voice vote and the bill will move to the House floor with Representative Erickson as floor sponsor.
