House Health and Welfare committee introduces RS 31886 to enable ABLE accounts; strikes ‘Idaho’ from draft

Representative Scoggs, who presented the RS on behalf of the state treasurer, said she was “covering for the good treasurer” and described how constituent outreach and national organizations informed the draft. Scoggs said the sponsor’s statement of purpose and materials in committee packets indicate the measure carries no fiscal impact on the fiscal note. “You see only 3 states not participating in it and Idaho is 1 of those,” Scoggs said, arguing there is no reason for Idaho to remain outside the program.
The committee first approved minutes from its Jan. 14, 2025 meeting after Representative Egbert moved to approve them. Following that procedural vote, a representative moved to introduce RS 31886 “with striking on line 31, page 1, the word Idaho.” Representative Bridal asked for clarification about whether the word “Idaho” needed to be removed from other lines where it appears; Scoggs replied she had been told it was sufficient to strike it from line 31 only.
Chairman Van der Waada presided over voice votes. The committee approved the motion to introduce RS 31886 as amended by voice. Committee members were reminded that testimony is not taken during an RS hearing; testimony will be accepted when the proposal returns to committee in bill form.
Committee members were also directed to budget-review assignments included in their packets and told that Misty Lawrence is the contact person for those assignments. The chair said the committee will convene again the next day and begin review of rules for IDOPL; members were encouraged to seek assistance from the chair, vice chair or colleagues on budget reviews.
No vote tally listing individual yeas or nays was recorded in the transcript; all recorded actions were approved by voice vote. The committee adjourned after the introduction and brief administrative discussion. RS 31886 will return to the committee later for formal consideration and public testimony.
