The Joint Finance and Appropriations Committee received the Legislative Budget Office's general fund daily update (the "green sheet") and an explanation of how the committee will use the report during the budget process.
Budget Policy staff said the green sheet tracks the governor's recommendation versus the legislature's decisions and will be updated more frequently as JFAC proceeds through the maintenance and enhancement hearings. Staff acknowledged a formatting and chart error on one page (page 34 in the legislative budget book) and said they will correct and circulate the updated file.
The report shows line‑by‑line comparisons between original appropriations, governor recommendations and legislative actions, and staff explained how items such as transfers, revenue assumptions and department requests will be reflected as bills pass. Staff stressed they will update the green sheet weekly or biweekly early in session and more often as appropriations advance.
Chair and co‑chair comments emphasized staff capacity and thanked Budget Policy and Legislative Budget Office staff for their work. Committee leaders said members will receive bills, walk‑throughs and data in advance to prepare for decision meetings next week.
Why it matters: The green sheet is the operational tracking document JFAC uses to reconcile revenues, transfers and appropriations as the legislature amends the governor's budget. Accurate daily updates are essential for members making appropriation decisions during the budget setting period.
