Budget analyst Kevin Campbell told the committee that Systemwide — an organizational mechanism inside the State Board of Education that transfers funding to institutions and supports system-level projects — has a base budget of about $6.4 million. He said roughly $4 million of that amount is typically transferred to Idaho colleges and universities to support research and institution-level activities.
The FY2026 enhancement request from Systemwide is for $15,000 in ongoing funds to pay for training materials addressing the presence of students under age 18 on college campuses, driven by dual-credit programs and campus camps that bring younger students on site. The board’s director, Joshua Woodworth, said the request is housed in Systemwide because it has systemwide implications for all institutions.
Campbell also noted smaller technical requests: a $3,600 correction to FY2025 CEC calculations. Systemwide has 2.5 FTP and reported no vacancies at the time of testimony. The governor’s office and the State Board were present to answer technical questions but no formal appropriation votes were recorded in the hearing transcript; the items remain budget requests for the legislative process.
