Senate committee advances bill updating state controlled‑substances schedules

Nikki Chopsky, health professions bureau chief at the Division of Occupational and Professional Licenses, told the committee the bill updates Idaho’s scheduling of illicit and synthetic substances. The package adds several classes of synthetic substances to Schedule I (including multiple synthetic fentanyls, synthetic cannabinoids, synthetic benzodiazepines and certain synthetic stimulants commonly referred to as “bath salts”), adds 23 man‑made testosterone derivatives to Schedule III, and places the newly FDA‑approved zuranolone (transcript: “Zirzuve”) into Schedule IV. Chopsky said there is no expected fiscal impact to the state general fund or the board’s dedicated fund.
Chopsky explained why the update occurs annually: Idaho does not wholesale incorporate federal DEA scheduling; instead the state Board of Pharmacy reviews federal scheduling actions and recommends state scheduling on a case‑by‑case basis using overdose data, abuse potential, deaths and international scheduling as factors.
Senator Wintrow moved to send the bill to the floor with a due‑pass recommendation; Senator Blaylock seconded the motion. The motion passed by voice vote with no recorded roll call.
