Nichols said the Nuremberg Code — written after World War II in response to Nazi-era experiments — established principles such as voluntary informed consent, minimizing harm and requiring independent oversight. "This resolution upholds that in Idaho, we adhere to ethical principles with voluntary consent, transparency, and safeguards against harm," Nichols said. She described the measure as an advisory reaffirmation with no fiscal impact.
