State Board budget pitch includes $15 million workforce grant; lawmakers press for IT plan, Independent Study Idaho details

The Joint Finance Committee work group heard a presentation on the Office of the State Board of Education (OSB) budget that highlighted a governor-proposed one‑time $15 million public–private workforce capacity grant and multiple ongoing enhancements to the board’s centralized functions.

The budget analyst, Kevin Campbell of the Legislative Services Office, told the committee that OSB has grown to 84.25 authorized full‑time equivalent positions (FTEs) with eight vacancies and has a five‑year average authorized FTE count of 55.95. Campbell said recent transfers into OSB include IT and data management from the State Department of Education, the school safety and security program (moved in FY2020), and risk management staff. He said federal COVID and ARPA funds in prior years distorted year‑to‑year appropriations and expenditures.
