JFAC approves statewide cost-allocation adjustments totaling $5.54 million

The Joint Finance-Appropriations Committee approved statewide cost-allocation adjustments that change how agencies are billed for central services such as attorney general fees, legislative audit billings, risk management, the state controller, state treasurer and the Office of Information Technology Services.
Analyst Keith Bybee told members the package includes a $2.8 million reduction from the Attorney General, a $306,900 increase for legislative audit billings, a $1.948 million reduction for risk management, a $6.8 million increase for state controller billings and other smaller adjustments. The net effect presented on the screen and in the packet was an increase of $3,636,200 from the general fund, $2,090,300 from dedicated funds, and a $186,000 reduction from federal funds for a total net of $5,540,500.
Co-chair Harmon moved the governor's recommendation; Senator Woodward seconded. No substitute motions were offered. The committee recorded a unanimous roll-call vote (20-0), and the motion passed.
The adjustments will be folded into agency maintenance budgets and are listed by agency in the committee packet (pages 20'26). Committee staff told members the change reallocates centrally provided costs and is part of annual housekeeping to ensure agencies fund their share of shared services.
