Lewis‑Clark State College President Cynthia Pemberton told the Joint Finance‑Appropriations Committee on Jan. 27 that the college needs additional operational funding to close staff and faculty pay gaps and to sustain recent enrollment and program gains.
Budget analyst Kevin Campbell opened the presentation, saying Lewis‑Clark has a base FY2025 appropriation of about $41.7 million and that tuition and fee revenue — roughly $23.7 million in FY2024 — is reappropriated into the next fiscal year. Campbell also described legacy endowment accounts used by the college and noted that distributions and uses of those funds are governed by Idaho code provisions on normal‑school/endowment funds, as mentioned in his remarks.
