Committee hears multiple small replacement-item requests across state agencies

The Joint Finance and Appropriations Committee on Jan. 15 heard a series of short presentations on replacement-item requests from multiple state agencies.
Office of the Lieutenant Governor Christopher LaHosat of the Legislative Services Office said the Office of the Lieutenant Governor requested $32,600 one-time from the general fund to replace five network switches on the recommendation of the Office of Information Technology Services.
Brand Inspection Division Noah Peterson (LSO) reported that the Brand Inspection Division requested $289,200 from the State Brand Board Fund to replace six vehicles (four Ford F-150s and two Dodge Ram pickups) acquired between 2013 and 2019 with mileages ranging from about 170,000 to 222,000 miles; that total also included $7,200 for two laptops and two tablets.
Soil and Water Conservation Commission Janet Jessup (LSO) said the Soil and Water Conservation Commission requested $40,500 from its fund to replace a light-duty pickup that was purchased in February 2006 and had about 84,000 miles at the time of the budget submission.
STEM Action Center Kevin Campbell (LSO) said the Science, Technology, Engineering and Math Action Center requested $9,900 to replace one standard laptop, one high-end laptop, a router, a switch, a wireless access point and associated support services. The Office of Information Technology Services recommended the replacement.
Commission for the Blind and Visually Impaired Brooke Dupree (LSO) reported a governor‑recommended request of $28,900 from the general fund to replace six desktops, eight laptops with docking stations, four routers, one switch and seven wireless access points.
Idaho State Lottery Kellen McGurkin (LSO) presented the Idaho State Lottery request of $176,700 from its dedicated fund for server equipment and software ($154,700), desktops/laptops ($8,100) and two iMac workstations ($13,900) used by marketing for scratch ticket design and point-of-sale materials.
Several committee members asked procurement and pricing questions during the presentations. No votes were taken during the hearing; agencies were asked to provide additional details to committee staff as needed.
