JFAC staff demonstrate SharePoint, session record and digital budget book access

Keith Bybee, division manager of the Legislative Services Office’s Budget and Policy Analysis Team, demonstrated how committee members and the public can use the JFAC SharePoint site and the session record to access the legislative budget book, agency slide decks and meeting video.
Why it matters: the committee will rely on SharePoint and the session record to distribute agency presentations, motion sheets and the multi‑hundred‑page budget book. LSO staff said the platform reduces paper handling and makes materials searchable and annotatable during hearings.
What staff told members Bybee walked through the SharePoint naming convention and recommended workflow: save files by selecting files and downloading them rather than opening in read‑only mode, then copy files into a local JFAC folder so members can annotate them. He demonstrated the “facing pages” view in the legislative budget book and showed the new sales‑tax distribution report added to the front end. He told members the budget book is about 850 pages if they prefer a printed copy.
Device and markup options Bybee said LSO will provide a limited number of iPads and Surface Pro devices that allow members to write on PDF documents. He recommended members save the files to their own drives and consult staff for individual help. “SharePoint mirrors the OneDrive that all of the House uses,” Bybee said, “think of SharePoint as that same mechanism.”
Session record and public access Bybee also showed the session record on legislature.idaho.gov where the public can view agendas, slide decks and linked audio/video from each meeting; he noted the archive includes interim and prior session materials.
Next steps Staff will follow up with individual members to confirm SharePoint access and to assist with device setup; the public can access the same documents through the legislature’s session record page.
