State Board staff said proposed edits to vocational rehabilitation (VR) rules were requested by VR stakeholders to better reflect current practice and federal guidance.
Matthew Scribe said the rule changes remove language that rigidly required an individualized plan for employment in all cases and instead permit the division to use other approved processes or plans provided by vocational rehabilitation. He also said a clause referencing a required VR strategic plan was adjusted to allow flexibility consistent with new federal guidance and the division’s strategic planning.
Why it matters: the edits are intended to give the VR division the flexibility to serve individuals who are at imminent risk of job loss while accommodating varied provider practices and updated federal guidance. Staff noted the division faces budget constraints and the change prevents the rule from mandating an approach that may not be practicable in every case.
The committee received the informational presentation but took no formal action at the meeting.
