Senator moves to rescind prior action on IDAPA grazing rule; committee strikes subsection

Harris then moved to strike section 50, subsection 2, of final rule IDAPA 20.03.14; that motion also passed by voice vote.
Harris told the panel the way the rule was written created a contradiction: under the rule, any state grazing lease is guaranteed for at least six months, but the lease may be canceled with six months' notice, which, he said, "contradicts the intended purpose of the law that was established by the legislature when the law was passed." He moved to strike the identified subsection to resolve that inconsistency.
Both motions were seconded and carried on voice votes. No roll-call tallies were recorded in the committee transcript.
The committee took no additional action on implementation or follow-up reporting at the meeting.
The committee then moved on to other agenda items.
