District staff outline Perkins, Gear Up, ISAP and Claude Moore proposals; one JVG application missed deadline

Barbara Smith, director of workforce readiness, presented multiple federal and philanthropic grant programs May 21 and summarized program uses and timelines.
Smith described the Carl D. Perkins grant as focused on career and technical education (CTE) modernization, workforce linkages and equipment and said the district currently serves about 1,535 CTE students. She said Perkins funds support professional development, proctoring support, equipment and activities designed to increase nontraditional student enrollment and science achievement.
On the Claude Moore program (referred to in the presentation as "Claude Moore/Clawmore"), Smith said the proposed amount was $150,000 to support health and medical-science classes, including practical nursing accreditation, certified CPR/first-aid training, clinical placements and teacher professional development. She said approximately 225 students participate in health and medical science courses.
Smith described GEAR UP as a program to increase low-income students' readiness for postsecondary education; she said the grant proposal included $45,000 with a $45,000 in-kind match and served roughly 330 students with college tours, SAT prep, tutoring and a summer STEM camp. For the ISAP (Individual Student Alternative Education Plan) grant, Smith reported a proposed amount of $28,913 to support GED instruction, program supplies, assessments and transportation; she said seven students are currently enrolled in the ISAP program and two have completed it.
During questions later in the meeting, board members asked about grant deadlines and signature requirements. Smith told the board the Perkins application had been submitted in state portal Omega by April 30 and that Perkins and Claude Moore would be finalized after state-awarded amounts were confirmed. She said GEAR UP and ISAP are due June 30.
The board also learned that a JVG application missed its submission window because required signatures and portal inputs were not completed before the deadline. Smith said the JVG award would have funded teacher salary and materials (roughly $4,000 for teacher salary, about $10,000 returned to the program and $5,600 for materials and supplies, as reported).
Board members asked staff to track deadlines closely and to report back to ensure future timely submissions.
