Panel introduces RS32019 to require parent notification after serious bullying incidents

Representative Chris Mathias presented RS32019 to the House Committee on Education as a follow‑up to last year's House Bill 539. Mathias said RS32019 would require that families involved in serious bullying incidents receive school notification; the sponsor and stakeholder group defined "serious" incidents as those that result in suspension.
Mathias said the intent is to ensure families of both the alleged aggressor and the alleged victim receive notification so they can take steps to address the conduct. He said the RS does not prescribe the exact contents of the notice; rather, it requires districts to adopt a policy for notification in qualifying incidents.
Committee members praised the intent but asked about consequences for students who bully; Representative Ehart said she was concerned about whether there were consistent repercussions and sought further discussion at the hearing. Mathias said the RS includes provisions (lines 34–35 in the RS) to provide legal recourse or resources for the most serious, potentially criminal conduct, and he invited fuller discussion at the bill hearing.
Representative Garner moved to introduce RS32019 for printing; the committee approved the motion by voice vote and the RS will proceed to a full hearing where content of notices, enforcement and potential disciplinary consequences will be examined.
