JFAC approves $11.13 million and 22 FTEs for Office of Information Technology Services modernization

Christopher LaHosat, budget and policy analyst, summarized the agency’s requests and described differences between the agency’s $11.6 million request and the governor’s $15.4 million recommendation. The committee approved the agency request rather than the governor’s proposed Cybersecurity and IT Resilience Fund mechanism, in part because anticipated policy legislation to create that fund did not move money into it.
The approved items included funding for office space and temporary furniture; enterprise security to improve backup and ransomware resilience; emergency connectivity hardware; IT infrastructure work including F5 consolidation and Voice over Internet conversion; ServiceNow project‑management tooling; and IT replacement items. The motion added 22 FTP reflecting the consolidation of IT staff from Idaho State Police and the Department of Juvenile Corrections into OITS.
Representative Petzke moved the agency’s package as described, seeking $8,388,600 from the general fund and $2,745,400 from dedicated funds for a total of $11,134,000 and 22 FTEs. Senator Cook seconded the motion. The motion passed on roll call with a combined committee total of 14 ayes, 5 nays and 1 absent/excused. The committee also approved language directing OITS and the Division of Financial Management to submit recommendations for IT cost efficiencies to JFAC and LSO by Dec. 1.
Ending: The approved resources and positions will support the consolidated state IT enterprise and further work on cybersecurity, infrastructure and operations. The committee required a report on potential cost efficiencies as part of implementation oversight.
