Senate committee advances bill requiring monthly and annual cloud-seeding reports after public testimony

Senate Bill 10‑64, a measure that would define cloud seeding activities and require monthly and annual reporting, was advanced out of committee after sponsor Tammy Nichols and several members of the public testified for greater transparency.

Senator Tammy Nichols, sponsor of the bill, told the committee the measure "creates clear definitions, enhancing transparency, ensuring accurate and regular reporting" and "cleans up and streamlines the existing section of Idaho's weather modification laws." She said stakeholders — including Idaho Water, Idaho Power and the Idaho Water Resource Board — helped shape the bill.

The bill would add statutory definitions for terms such as "board" and "cloud seeding," require operators to submit monthly operational reports to the Idaho Water Resource Board, and require an annual package that includes operational data, an environmental impact assessment, documentation of public engagement and effectiveness…
