Committee introduces bill to cut duplicative state rules for hospitals, nursing homes

Sen. Blaylock told the Senate Health and Welfare Committee that RS31828C1 is intended to reduce unnecessary regulatory burdens on Idaho hospitals, nursing facilities and intermediate care providers by removing state-level requirements that largely duplicate federal rules.
Blaylock said the draft would repeal 19 sections of Idaho code, eliminate 123 pages of agency rules, and streamline licensing processes and standards. He told the committee the changes are supported by the Department of Health and Welfare and impacted providers and are intended to cut red tape and reduce operational strain on health-care facilities that already comply with extensive federal regulation by the Centers for Medicare & Medicaid Services (CMS).
Sen. Harris moved to introduce RS31828C1 and send it to print; Sen. Wintrow seconded. The motion carried on a voice vote; the transcript records the motion and the voice vote but does not include a roll-call tally.
Blaylock said most substantive changes appear on pages 1 through 6 and page 23 of the draft; the remaining changes are minor terminology adjustments for consistency across Idaho code. No amendments were adopted during the session.
