Secretary of State proposes badge standard for paid petition circulators; committee adopted temporary and pending rules

McQuade described five design elements for the badge: a one-inch-by-three-inch size, a common readable font, a white background with black text, and the explicit words "Paid Petition Circulator" in 24-point type. "The badge has to say the words Paid Petition Circulator on it," McQuade told the committee. He said the font and dimensions were chosen to keep costs low and ensure legibility.
Committee members confirmed procedural details. The committee approved the temporary rule (effective through June 30) and then adopted the pending rule by separate motions; McQuade said the rulemaking had been twice published the prior year and that the Secretary of State's office had received no public comments during that publication period.
The committee's actions put the badge standard into effect under the temporary rule and adopted the pending rule for the longer term; no public testimony was recorded during the consideration.
