Committee adopts language to preserve military-division pay parity with federal schedule

The Joint Finance-Appropriations Committee approved language to exempt the Military Division from a restrictions provision so it can maintain pay parity with federal pay scales for National Guard personnel. Frances Lippitt, budget and policy analyst with Legislative Services, told the committee that the Military Division “is statutorily required to maintain parity with the federal general schedule pay scale, for its employees in the national guard administration compensation schedule.”
Lippitt said restrictions in the current language would prevent the division from implementing an intended compensation change and that the proposed language provides the necessary exemption. Committee members asked clarifying questions about pay grades and how the change would be applied; Lippitt explained enlisted pay grades (E-1 through E-9) and officer pay grades and that the change is intended to keep state National Guard compensation consistent with federal counterparts.
Committee members approved the language by unanimous consent, and the item will be reported with a due-pass recommendation.
