Rep. Heather Scott told the House State Affairs Committee she filed RS 32,092 to prohibit inclusion of logos, mottos or slogans in the executive budget document except for the state seal or the governor’s official logo.
Scott said her interest in the idea grew after seeing themed slogans used on recent executive materials and presentations, including for ARPA-funded programs. “While these are all great ideas and slogans, I just don't think it's the proper place to be putting on the executive budget,” she said, arguing the budget should “stick to the facts.”
Representative Crane asked whether the executive budget has a statutorily fixed submission date; Scott said she has another bill addressing timing but did not provide a statutory deadline during the hearing. Representative Barbieri moved to introduce RS 32,092 and the committee approved the motion by voice vote.
The committee did not debate drafting details or any exceptions beyond the two allowed identifiers in Scott’s draft: the state seal and the governor’s official logo. No fiscal note or implementation discussion was recorded during the hearing.
