Committee introduces RS32766, sends bill to second-reading calendar

At 9:00 a.m., the Revenue and Taxation Committee introduced RS32766, a rewrite of a tax bill, and recommended it be placed on the second-reading calendar following a voice vote.
Representative Charlie Shepherd, representing District 7, presented RS32766 to the committee and described it as a rewrite of previously considered language. "I bring before you RS32766. This is a rewrite of what you have already heard," Shepherd said.
Representative Raybould moved to introduce the measure and recommend it be sent to the second-reading calendar; the committee approved the motion by voice vote. Committee leadership called for the ayes and, hearing none opposed, declared the motion carried.
Representative Monks explained the rationale behind reintroducing the bill, saying the House protects its constitutional authority to originate tax legislation. "One of the few powers that the House has is the ability to start tax bills that's enshrined in our constitution and that is a power that we protect, religiously," Monks said. He added that reintroducing a bill after the Senate amends it preserves that prerogative: "we don't allow them to amend our tax bills ... we're gonna restart it over here to maintain that."
The committee then approved the minutes from its March 25 meeting after a motion by Representative Bruce. The chair announced the committee would meet again the following day and adjourned the session.
