Representative Jeff Aylers (District 21, Meridian) told the committee that RS 32235 modifies an earlier draft on electronic notifications by adding a phased onboarding schedule and an interim option for local governments.
Aylers said the revised schedule uses 2025 to build the system, allows state agencies to begin using the system in 2026, and permits local governments, businesses and other required publishers to start using the state website beginning in 2027. "The state agencies will test it out... and so that gives us 2 years until 2027 when the local governments and other, businesses or others that are required to publish may start to use, the website for electronic notifications," he said.
A second change allows local governments to publish an abbreviated version of a notice in a newspaper during the interim, provided the abbreviated notice includes a link to the full notice on the official county or government website. Representative Bayles clarified that the provision preserves the current standard as discretionary: "It is still a May. We did not change that. It still leaves it as May," Bayles said, confirming the language does not convert the newspaper requirement into a mandatory rule.
Representative Alfieri moved to introduce RS 32235; the motion was adopted by voice vote and the measure will be scheduled for a hearing where members can review the phased timeline and the newspaper-abbreviation language in more detail.
